  • The Manager, Grants & Contract will support the effective and efficient administration of the eHealth Africa’s country office grants portfolio throughout the entire award life-cycle, from pre-award to close-out, to ensure compliance with eHA, donor, legal requirements as well as high performance in line with programmatic goals.
  • Overall responsibility is spanned over the areas of policy guidance and interpretation for adherence to grants management policies, support the grant and subgrant agreement review process and strengthening the proposal costing procedures at eHA.

What You’ll Do

  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.

Grants Management:

  • Review contracts and agreements, including the statement of work, and other regulatory compliance
  • Responsible for accurate and timely donor reporting of the financial and project activity of eHA projects as per contract terms. Provide quality control of internal and external reports.
  • Oversee the preparation, coordination, and facilitation of project start-up and close-out processes from a Grants management perspective.
  • Lead external reporting (programmatic & financial) for grants closeout of all eHA awards 
  • Work closely with Senior Manager in the organization-wide version of the budget, pipelines, revenue plans, and forecast in coordination with the project teams.
  • Support reviews of more complex project proposals for identification and negotiation of high-risk terms and conditions.

Proposal Costing:

  • Assist in the development and enforcement of compliance with the company’s cost and pricing processes and procedures.
  • Provide cost advice to proposal teams in conjunction with proposal objectives.
  • Conduct desk research on donor rules and acceptable costing methodologies for potential new multi-year multi-million dollar opportunities.
  • Review supporting documentation for long and short-term cost proposal submissions, including budget narratives, certifications, financial information
  • Present draft proposal budgets for cost proposal reviews and prepare briefings for the Executive team's review
  • Contributes to longer-term market research and trends analysis, including funder feedback.

Subawards Management:

  • Manage the grants team oversight of the post-sub-award processes including review of all partner financial documents/reports, review and approval of advances and liquidations, asset and inventory management including transfer of expendable and non-expendable supplies and equipment at the end of the project.
  • Monitor and report to the Senior Manager about implementation and performance issues of program sub-awards in coordination with the program and Project Support Unit team.
  • Support Senior Manager in the full cycle of sub-award including solicitation, pre-award, award, monitoring, compliance, reporting, and close-out.
  • Assist Senior Manager in managing the request for proposal (RFP) process for sub-awards, which includes: finalizing the scope of work, issuing an invitation for bids, requests for proposals, reviewing vendor proposals for alignment with RFP(s), making recommendations to Executive Sponsor on organization selection, negotiating terms and conditions, and executing final agreements.
  • Manage and administer global subcontracts as necessary. Perform reviews and audits of contract execution including invoicing errors, compliance with policies and procedures, and compliance with terms and conditions.
  • Prepare sub-award memorandum and negotiation memorandum in collaboration with the programs team. 
  • Ensure contract terms, conditions of solicitation, evaluation team recommendations, and subcontract agreements are aligned. Ensures contract final terms and conditions meet eHA's policies and procedures requirements. 
  • Other duties as required.

Who You Are
The requirements listed below are representative of the knowledge, skill, and/or ability required to successfully perform this job.

  • B.Sc and a Master's Degree in a related field.
  • Minimum seven years of professional experience in international development; five years successful budget development experience strongly preferred..
  • Adherence to defined policies and procedures, monitor and evaluate direct report
  • Experience with the funding agencies preferred
  • Reliable, highly organized, and motivated
  • Extremely proficient in MS Excel, particularly budget development and formula utilization
  • Excellent analytical skills; ability to weigh and synthesize inputs from a variety of sources
  • Exceptional writing and editing skills
  • Excellent organizational skills, with the ability to multitask, and ability to work under time pressures;
  • Strong attention to detail;
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet donor requirements
  • Experience Interpreting Federal, State, and local regulations and the terms and conditions of contracts and awards.
  • Ability to exercise independent judgment, initiative, and resourcefulness to support the Executive team’s decision-making
  • Superior collaboration and relationship-building skills and professionalism in interpersonal relations.
  • Knowledge of business practices enough to evaluate bid responsiveness, contractor responsibility, and/or contractor performance.
  • Bachelor’s Degree required; advanced Degree preferred.
